Engineering/Zoning
Thursday, June 30, 2005, the St. Clair Chapter of the Illinois Society of Professional Engineers selected Mr. Norm Etling, P.E. as the Government Engineer of the Year. Per the Award's Chairman, Mr. Etling is the first recipient in the Chapter's History. The St. Clair Chapter includes Bond, Calhoun, Clinton, Green, Jersey, Madison, Macoupin, Monroe, Montgomery, St. Clair and Washington Counties. It was noted that Mr. Etling was commended because of his devotion to assuring that proper engineering design goes into the development of plans and specifications and that the plans are followed during construction, a tremendous asset to the long term sustainability of the rapidly growing community of Shiloh.
The Village Engineering Department is composed of two divisions both under the direction of the Village Engineer:
Engineering Division:
- Reviews all infrastructure improvements within the Village,
- Reviews, inspects and administers development matters,
- Oversees Capital Improvement Construction and Public Works Projects,
- Administers contracts with consulting engineering companies,
- Administers the Village Motor Fuel Tax Program,
- Provides Engineering support to all other Village Departments,
- Reviews all building, excavation, easement, pool and structure permit applications,
- Inspects new building footings, foundations, framing and final occupancies,
- Performs occupancy inspections on existing buildings,
- Applies for grants as directed by the Village Board,
- Prepares annexation plats and legal descriptions,
- Responsible for Code enforcement,
- Administers the Village annexation program,
- Administers the Village Flood Plain Ordinance.
Public Services Division:
- Maintains streets, sidewalks, curb and gutters, right of way, sanitary sewer system, buildings and parks,
- Installs and replaces regulatory signs,
- Ensures fields and playground equipment are in optimum condition for public use,
- Performs weed spraying on right of way,
- Cleans and sweeps streets,
- Paints traffic control lines on streets, curbs and parking lots,
- Executes the requirements of the mosquito program,
- Plows snow and salts streets,
- Maintains equipment and Public Services Vehicles.
